Program Overview

Development & Preservation Fund

Affordable Housing Development & Preservation Financing

The Development and Preservation Fund is a revolving loan fund that provides flexible, low-interest financing for affordable and workforce housing projects across the Omaha–Council Bluffs metro.

By offering below-market financing, the Fund supports projects that may face barriers to traditional lending and expands opportunities for emerging and diverse developers. As loans are repaid, funds are reinvested into new projects, creating a sustainable cycle of investment that grows housing opportunities over time.

Beyond increasing the supply and preservation of affordable homes, the Fund contributes to stronger communities by supporting housing stability, economic mobility, health and well-being, and educational success.

Funding Priorities

The Development and Preservation Fund prioritizes projects that:

Increase housing affordability and accessibility

Preserve existing affordable housing opportunities

Advance innovative housing solutions

Support emerging and diverse developers

Invest in strategic neighborhoods and areas of opportunity

Promote housing equity and community wealth-building

Demonstrate meaningful community engagement and partnership

What is considered "affordable" housing?

In general, housing is considered affordable when a household spends no more than 30% of their gross income on rent or mortgage payments, including taxes, insurance, and utilities. Spending more than that often forces families to cut back on other essentials like food, transportation, or healthcare.

Meeting the Need

Since 2022, Front Porch Investments has helped create and preserve affordable homes through the Development & Preservation Fund. This includes both rental and for-sale housing. These homes are already transforming neighborhoods and moving our region closer to meeting the affordable housing target of 104,000 units by 2040, as identified in the Assessment of Housing Affordability, Needs & Priorities report.
